Having worked for mostly solar policy research non-profit organizations since 2008, Mr. Winn has been at the forefront of solar labor analysis and Federally-funded soft cost reduction strategies. At the local community level, he has provided advisory services on solar bulk purchasing strategies, streamlined land-use regulations, and economic development assessments. Nationally, he has coordinated with major lenders and energy project developers on innovative solar finance tools.
